此為TV版動畫第三部，從1997年4月4日至1997年9月26日放映，全26話。此作完全脫離原作，為動畫原創故事，原創的角色也很多。由於是動畫原創，部分設定和原作設定相矛盾，並且原本的主角：莉娜等人的存在變成了半個旁觀者。故事走向太過於沉重路線，和原作原本的作風相距甚遠，所以沒有受到與前二作相等的評價。。一位记者发现一个乡下人很能侃，便把他带到电视台上镜，结果赢得了大批观众。但这位意外走红的电视明星并不就此满足，他有很大的雄心壮志，想要在政坛上发光发热。《码头风云》的编导再度合作，推出这部揭露媒体人物内心世界的作品。不过，这不是一部励志片。主演将小人物闯天下的内心刻画得入木三分。。Moscow, our days.
