Plebs follows three desperate young men from the suburbs...。一个是准备给女友惊喜前去探望的韩圣元（金载沅饰），一个是初次去国外旅行的郑世贞（柳真饰）。两个本来毫不相干的人因为搭乘同一班飞机而阴差阳错的邂逅了。因为误会，二人发生了矛盾，致使双方把对方的护照拿了。至此各种误会和差错，把二人紧紧捆绑在了一起。圣元的女友彩英（韩恩贞饰）和另外的男性走的很近，让圣元很不是滋味，于是跑去向世贞倾吐苦水。二人喝的酩酊大醉，也因此发生了计划外的事情。故事也至此拉开了序幕。因一次意外而怀孕的世贞不得不和圣元弄起了契约婚姻。从最初的无可奈何到后来爱意的日渐滋生，二人体验了许多之前未曾体验到的事情，像是责任、家庭的重要性。在这场契约里，二人逐渐成长。。十五年前，小黎玥用自己的稀有血型救了小言哥哥，两人因此订下娃娃亲，不料长大的裴言忘记了黎玥的救命之恩，还一心想与她离婚。两人之后经历了种种乌龙，最后裴言深才知道原来自己心动的女人早已成为自己的妻子......。
